Introduction

This pamphlet collection presents two distinct yet thematically connected works, each designed to serve a specific audience impacted by violent crime and unresolved loss. Together, they offer both professional guidance and personal testimony—bridging law enforcement practices with the emotional journeys of those who survive the aftermath of homicide.

1. Guide for Developing a Law Enforcement Protocol for Cold Cases

This guide, prepared by the National Sheriffs’ Association in collaboration with Justice Solutions and the National Organization of Parents of Murdered Children, Inc., provides a comprehensive framework for law enforcement agencies on developing protocols to support survivors of homicide victims during cold case investigations. The document includes definitions, staffing considerations, investigative strategies, communication guidelines, and collaborative practices.

2. Murder Never Happened to Me

This deeply personal and reflective pamphlet presents the voices and experiences of parents and survivors of murdered children.  It provides insight into the grief process, challenges with law enforcement and legal systems, and the psychological journey following traumatic loss.  The narratives offer emotional resonance and practical reflections that may aid both survivors and those who support them.
