Historical Imagery and Forensic Assessment of Possible Burial Locations

To the Appropriate Authorities:

My name is Brian “HAPPY” Bryanson. I am a disabled Texas resident, childhood witness and founder of CPTSD Cold Case. My mission is to “Send the Dead Home” by providing potentially testable information to authorities so unidentified deceased persons may be located, identified and returned to their families.

I respectfully request a lawful, coordinated review of possible historical burial or body-disposal locations associated with recollections concerning my deceased father, Robert Stout Shelton. I understand that my recollections are investigative leads—not proven findings—and that only qualified authorities can determine whether an investigation, property-owner consent, search warrant or forensic examination is justified.

LOCATIONS REQUESTED FOR PRELIMINARY ASSESSMENT

1. The backyard and immediately surrounding property at 4105 Twin Falls Street, Irving, Texas 75062.

2. Historically undeveloped land, drainage areas, ravines, former roads and other potential disposal locations between Irving and Dallas–Fort Worth International Airport.

3. The grounds behind or adjoining the former Irving golf driving range, including land that may since have been graded, developed, paved or built upon.

4. Additional DFW-area locations identified in my maps, victim sheets, narratives and prior submissions.

REQUESTED COORDINATION AND TECHNICAL REVIEW

I respectfully ask the FBI and Texas Rangers to serve as the principal investigative and legal authorities. I ask the Department of Homeland Security, Department of Defense, United States Space Force, National Geospatial-Intelligence Agency, military service criminal-investigative organizations, appropriate warfare and intelligence-support offices, and authorized allied liaison services to determine whether they possess lawfully releasable historical imagery, aerial photography, mapping records or technical expertise relevant to these locations.

This request includes, where legally available:

·         Comparison of historical and modern aerial or satellite imagery for signs of excavation, filling, soil disturbance, altered drainage, vegetation change, demolished structures or later construction.

·         Review of government-held historical reconnaissance imagery that has been declassified or may lawfully be examined in support of a domestic violent-crime investigation.

·         Referral to qualified forensic specialists who can evaluate whether ground-penetrating radar, electrical-resistivity imaging, magnetometry, soil analysis, forensic archaeology or trained human-remains-detection dogs would be appropriate.

·         Preservation of relevant imagery, maps and records pending evaluation by an agency with jurisdiction.

·         Identification of areas requiring lawful ground examination, without entry onto private or restricted property unless supported by consent, a warrant or other proper authority.

·         Coordination with the Dallas County Medical Examiner and other appropriate medical-examiner or forensic offices if human remains or biologically significant evidence are discovered.

I am not asking any military, intelligence or allied organization to violate American law, conduct unauthorized domestic surveillance, disclose classified capabilities, trespass, excavate property without authority or interfere with an existing investigation. If a recipient lacks jurisdiction, I respectfully request that this submission be routed to its legal counsel, inspector general, criminal-investigative liaison or the appropriate FBI and Texas Rangers contacts.

PRIOR CONTACTS AND REFERENCE INFORMATION

My prior contacts and submissions include:

·         FBI Special Agent Merv Mason, who previously met with me and received information concerning my organized binders and victim sheets.

·         FBI Dallas Field Office intake package dated July 20, 2026, requesting a written intake/reference number and consideration of NCAVC, Behavioral Analysis or ViCAP review.

·         FBI FOIA/Privacy Act request dated July 30, 2026, seeking records concerning receipt, routing and disposition of my cold-case submissions.

·         A May 21, 2025 email titled “Cold Cases that occurred in Irving in the 1970’s,” which included public.affairs@fbi.gov among its recipients.

·         Texas Ranger Laura Simmons, Company B, who met with me at attorney Elisha Hollis’s office, reviewed my three-ring binder and participated when my DNA sample was collected.

·         Texas Ranger Roger Dixon, identified in earlier correspondence as serving with Company D in Weslaco.

·         Texas Rangers correspondence titled “DNA SWAB.”

·         Texas Department of Public Safety Chapter 552 records request dated July 30, 2026, seeking the custody and disposition of my binder, DNA-submission documentation, laboratory routing, CODIS-related records where applicable, and any case, evidence, property, laboratory, intelligence or administrative reference numbers.

·         Prior submissions or reports to Irving Police, including Police Chief Derick Miller; Dallas Police; Dallas County Sheriff; Dallas County Medical Examiner and District Attorney; Kaufman County Sheriff; FBI; Department of Justice; Texas Attorney General; and other state and federal officials.

·         Department of Justice Civil Rights reference: 687344DBQ.

·         Central Intelligence Agency correspondence reference: 6CNFEEJM.

The CIA reference is included to help locate and associate my previous correspondence. I recognize that the CIA does not ordinarily exercise domestic law-enforcement authority. I ask only that any lawfully shareable information or proper referral be transmitted through authorized channels.

REQUEST FOR FORENSIC IDENTIFICATION

If evidence or human remains are lawfully recovered, I respectfully request that the FBI, Texas Rangers, medical examiner and qualified forensic laboratories:

1. Protect the sites and preserve the chain of custody.

2. Conduct forensic archaeological recovery and DNA testing.

3. Compare appropriate DNA profiles with CODIS and other legally authorized databases.

4. Consider forensic genetic genealogy under applicable federal and Texas policies, with appropriate privacy protections and investigative approval.

5. Compare the results with missing-person reports, unidentified-remains records, NamUs information and other official records.

6. Notify and work compassionately with identified family members so the deceased can finally be returned home.

REQUESTED WRITTEN RESPONSE

Please provide:

·         A receipt, intake or correspondence reference number.

·         The office to which this request has been assigned or referred.

·         Whether historical-imagery review or forensic-geophysical assessment is legally and technically available.

·         What maps, coordinates, witness statements, victim sheets or supporting records are needed from me.

·         Whether an FBI or Texas Rangers case agent must formally sponsor any request for military, intelligence or allied technical assistance.
